Support for the "External Auditor" Role under the Training and Employment System
Starting in April 2027 (Reiwa 9), the newly introduced Training and Employment System (Ikusei Shuro System) mandates that Supervising and Support Organizations (Kanri Shien Kikan) appoint an independent "External Auditor" to objectively verify that supervision and support operations are being conducted properly from a neutral third-party perspective.
〇 Stricter Requirements for External Auditors under the Ikusei Shuro System
Although the former Technical Intern Training Program (TITP) also incorporated an external auditor framework, the legal requirements for becoming an External Auditor under the new Ikusei Shuro system have been significantly tightened.
Under the Ikusei Shuro system, External Auditors must satisfy the following core requirements:
Completion of the officially designated training program (Yosei Koshu).
Qualification as a licensed professional—such as an Attorney-at-law (Bengoshi), Certified Social Insurance and Labor Consultant (Sharoushi), or Administrative Scrivener (Gyoseishoshi)—or possessing equivalent expertise in the Ikusei Shuro system.
Maintaining complete independence and objectivity from the Supervising and Support Organization, with no close ties or conflicts of interest.
Therefore, simply holding a professional license (such as an Administrative Scrivener) is no longer sufficient. Candidates must strictly fulfill all statutory requirements, including mandatory course completion and verified independence.
